What Moana does here, and what it never does
Moana is the assistant inside the register, and this is the whole of what it does. It answers a uri's question about which grants they qualify for, from Raukawa's own rules. It does the first pass on names, contact details and identity documents, and says what it saw. It summarises an application for kaimahi. It never reads whakapapa, never verifies a claim of connection, and never decides a grant. A person makes every call, and the register records who and when.
